On the Case: TCS – Indian Passport Office overview

The emergence of mobile forms of communication and the use of digital platforms in these markets has meant in many ways that through their growth they have the opportunity to be at the cutting edge of change.

Tata Consultancy Services (TCS) has been a major facilitator for this innovation around the world. A flagship example of this would be TCS’ Indian e-governance passport project for the Ministry of External Affairs.

TCS and India’s Ministry of External Affairs formed a successful public–private partnership (PPP) with the joint management of passport centres by government officials and the private sector.

The PPP achieved:

  • 77 passport centers rolled out
  • 90 million records migrated from legacy systems
  • More than 13 million passports issued to date
  • 40,000+ applicants handled every day
  • 19,000+ calls daily
  • 17 languages supported

Independent analyst and consultancy firm Ovum — who specialises in global coverage of IT, and telecommunications industries — reviewed the PPP between TCS and India’s Ministry of External Affairs for the e-governance passport project, deeming the project a stand-out for public sector procurement reforms.

The TCS case study, produced by Ovum, demonstrates how TCS alongside the Ministry of External Affairs delivered this project, meeting all of the milestones on time and to budget.
