Making an experimental approach to digital change work in government

One of the biggest challenges for change-makers in government is getting started. Developing a business case for service reform and new ways of working can be a long – and sometimes costly – process. This is especially true for digital change, when it can be hard to demonstrate the value of systems and processes that haven’t yet been tried in a government context.

Prototypes and experimental approaches to change can help overcome this challenge. In the private sector, testing a service or product with a small group of people before its launch at scale to the market has proven to help businesses cut costs, gain operational efficiencies, and sustain systematic improvements through iteration and quality controls. But can this approach translate into the public sector? And if so, how can digital reformers make best use of it? In this webinar, we’ll hear from leaders at HM Revenue & Customs to learn how they have used this approach to build next-generation digital platforms at speed and what other organisations can learn from their experience.

We’ll also hear from the Central Digital and Data Office and Crown Commercial service to hear why – and how – they are supporting public sector bodies to adopt a more experimental approach to digital change.

Discussion topics will include:

• The importance of experimentation in government

• What makes experimental projects work?

• Use case examples

• The procurement frameworks supporting experimentation in government, including the MoU between Crown Commercial Service and Salesforce

• The challenges and benefits of adopting this approach to improve service delivery
