The Public Services (Social Value) Bill has been passed by Parliament. It says that civil servants commissioning services must give consideration to economic, social and environmental wellbeing.

The private member’s bill was  tabled by Chris White, Conservative MP for Warwick and Leamington, who said: “The Bill will help to start a culture change in the public sector and ensure we consider the full value of the services that we use; utilise the best that civil society has to offer; and maximise the use of public money.”

Public bodies already have the freedom to consider factors other than price in making buying decisions, but the new law for the first time requires them to consider these factors during procurements.
