Lobbying bill threatens ‘chilling effect’, says joint committee

The Government’s lobbying bill could have a “chilling effect on free speech”, according to the Joint Committee on Human Rights (JCHR). In a report published in October, the JCHR called for the Bill to be paused and amended.

The government earlier this year presented to Parliament ‘The Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill’, which – as well as regulating the lobbying industry – limits non-party campaigning in election years. The JCHR said there has been a “lack of adequate legislative scrutiny” – which, it adds, is “disrespectful to the House [of Commons]” and to the public.

A report from the Lords’ Committee on the Constitution also said the “handling of the bill is a matter of significant concern”. Committee chair Baroness Jay (left) told CSW that that the bill is “just a bad form of governance”.
