IfG: tie careers to reform

Senior civil servants’ career progression should be tied to their efforts to reform the civil service, the Institute for Government (IfG) has said in a report published this week.

In a document outlining the “crucial tests” that must be met in the government’s civil service reform plan, it says that “leadership is needed from beyond the Civil Service Board and permanent secretaries … directors and director generals should see that they need to be active leaders of corporate action if they are to progress to the next level.”

The IfG also said that civil servants should take responsibility for the quality of policymaking, and that departments should begin planning now for the next spending review.
