Prof Geoff Mulgan, former head of Tony Blair's Strategy Unit, talks to Colin Talbot about how the UK government put in place risk and resilience systems in the early 2000s – and what has gone wrong since. And how governments can improve things for the future.


Geoff Mulgan is professor of collective intelligence, public policy and social innovation at University College London (UCL). Between 1997 and 2004 Geoff had various roles in the UK government including director of the Government's Strategy Unit and head of policy in the Prime Minister's office.
