Phil Wynn Owen has today taken on the role of interim permanent secretary at the Department for Energy and Climate Change (DECC). He’ll hold the job until a permanent successor is found to replace Moira Wallace, who announced her departure in July. At the time, DECC said it intended to make a permanent appointment by this point, but this week the Cabinet Office said it is “still in the process of concluding the recruitment.”

DECC has also appointed two new non-executive directors to the Gas and Electricity Markets Authority: Keith Lough and Professor Paul Grout started on 25 October. Meanwhile Adam Bruce, the former global head of corporate affairs at Mainstream Renewable Power, became chairman of the new Offshore Wind Programme Board earlier this month.

Following an external competition, Indra Morris will take up the position of director-general of tax and welfare at HM Treasury in November. She is currently a director in the department, and previously worked for nine years at Accenture.

Mark Hall has been promoted to chief information officer at HMRC, moving up from his role as deputy CIO and director of IT services.

Hilary Reynolds will become the new programme director for Universal Credit at the Department of Work and Pensions on 5 November. There will be a long handover by incumbent Malcolm Whitehouse, ensuring a smooth transition.

The Department for Business, Innovation and Skills (BIS) has said that Joanna Shields, a vice president at Facebook, will become chief executive of the Tech City Investment Organisation in January.

Also at BIS, Kay Carberry was appointed as a commissioner on the Low Pay Commission, replacing Frances O’Grady, who left to become TUC general secretary.
