Alan Cave, a former director of the Work Programme and other welfare-to-work schemes at the Department of Work and Pensions (DWP), has left to join Serco, the outsourced services provider. The DWP will check his job offer against civil service business appointment rules before he is allowed to accept.

Former cabinet secretary Lord O’Donnell is to join the Institute for Government as a part-time senior fellow. He will offer advice on projects and take part in events.

The government’s international business development body UK Trade and Investment (UKT&I) has appointed seven new board members. Crispin Simon becomes managing director of trade development; Sandra Rogers is the department’s new managing director of marketing and communications; Jon Harding joins as chief operating officer; and Gavin Little will join as managing director of investment development. UKT&I has also appointed three non-executive board members: Jan Ward, Alex Dorrian and Dale Murray.

The Welsh Countryside Council, Environment Agency and Forestry Commission are to merge into a single body, due for launch next April. Emyr Roberts, currently director-general for education and skills in the Welsh Government, will be the first chief executive, starting in November.
