The quality of external applications for civil service jobs is “incredibly weak”, Ian Davis, a non-executive director in the Cabinet Office, said at the Institute for Government last week. “There is quite a bias towards recruiting externally,” he said, but the “calibre of external applications compared to internal that I’ve seen is very woeful.”
