Kate Mingay’s High Court hearing against her suspension by the Department for Transport (DfT) has been delayed, to wait for the publication of the Laidlaw report into the collapse of the West Coast Rail franchise contract – itself now delayed. A judge pushed back her appeal to allow the department to analyse the report; Mingay believes the DfT is making her a scapegoat.
