    The UK has the highest rate of depression-related sickness in Europe, according to a recent survey by the European Depression Alliance. And alarmingly, over a third of the 792 managers surveyed said they have no formal support in place to help them deal with depressed employees. We have a very long way to go before we can say we’re properly supporting employers and employees in recognising and managing depression in the workplace. And this is certainly true within the civil service.

    Phil Wynn Owen has today taken on the role of interim permanent secretary at the Department for Energy and Climate Change (DECC). He’ll hold the job until a permanent successor is found to replace Moira Wallace, who announced her departure in July. At the time, DECC said it intended to make a permanent appointment by this point, but this week the Cabinet Office said it is “still in the process of concluding the recruitment.”

    Some ministers are frustrated with civil servants who are slow to implement policies, Richard Heaton, the new permanent secretary of the Cabinet Office, has acknowledged. To overcome this, he said, civil servants must push for more clarity from ministers on whether they have made firm policy decisions, or whether they are waiting for more evidence before proceeding.
