Hilary Reynolds will step down as programme director for Universal Credit, after it emerged that new UC chief executive David Pitchford will take on her duties. She will move to another role in the department.

The Homes and Communities Agency has appointed Andy Rose, partner at debt advisor and asset manager AgFe, to replace Robert Napier as its chairman from April. Rose formerly served as chief executive of HM Treasury unit Infrastructure UK.

Anna Dixon is to leave her post as policy director at health research charity King’s Fund to join the Department of Health as director of quality and strategy and chief analyst. She begins the job in May.

Former Wales Millennium Centre chief executive Mark Taylor has been appointed chief executive of the Queen Elizabeth II Conference Centre, replacing Ernest Vincent.

Imperial College professor Robin Grimes will become the second chief scientific adviser to the Foreign and Commonwealth Office, starting in February 2013 on a part-time basis. He succeeds Prof David Clary, who held the post from August 2009.

The NHS Commissioning Board has appointed Asthma UK chief executive Neil Churchill to the new role of director of patient experience.
